Description

The new package store and package installation feature introduced in 8.4 was supposed to be tagged as lucene.experimental with a clear warning in ref-guide "Not yet recommended for production use"

Let's add that for 8.5 so there is no doubt that if you use the feature you know the risks. Once the APIs have stabilized and there are a number of packages available "in the wild", we can decide to release it as a "GA" feature, but not yet!
