Minor Description
Spinoff from SOLR-11670. TimeSource.getTime() and getEpochTime return values in nanoseconds, which may be confusing. As suggested by dsmiley renaming them to getTimeNs and getEpochTimeNs would reduce the likelihood of using their values in situations where milliseconds are expected.
