Major Description
This is the initial version of attribute based access control. It incorporates a proof of concept that was developed and Liam's (https://reviews.apache.org/r/66480/) attribute ingestor as a starting point. Not everything is fully complete based on the document posted but we plan to get there and use this as a starting point for further development and refinement.
