Description

This can be done in two parts:

1) Update tests to have better coverage and clean up javadocs to clarify how configs are read. This will make the migration to Java easier since the javadocs will better describe the necessary functionality from the Java version and we just need to ensure the tests continue to pass.

2) Migrate everything to Java
