Azure Batch REEF .NET Driver is not able to exit when using REEFEnvironment to launch

    Description

      In the review of .NET Azure Batch runtime, we change to use REEFEnvrionment to launch driver, instead of using REEFLauncher.
       
      However, by current REEF infrastructure, REEF relies on System.exit(0) to exit driver.
