Use injection in C# ProtocolSerializer

    Description

      Current C# implementation of ProtocolSerializer does not use Tang dependency injection. That makes hard its integration with other Apache REEF components. We need to make ProtocolSerializer constructor injection-compatible, create named parameters for the constructor's input, and update the related unit tests accordingly.
