[RANGER-2286] Ranger install may be prevented by leftover DB entry

Description

Ranger start script might be killed (eg. due to timeout or network error) while it is applying a db patch/java patch or changing the default passwords.

In this case, an "in-progress" entry is left in the x_db_version_h table.

This prevents any further attempt to install/start Ranger without manually deleting the entry from the database.

Ranger should delete the entries if the entries are made from the same host 10 minutes ago.
