Description

This task is to enable building on Windows with the options -DENABLE_LIBEVENT=ON -DENABLE_SSL=ON -DOPENSSL_ROOT_DIR="C:\OpenSSL-Win64", where OpenSSL 1.0.2L was installed.

• Fix headers so winsock2.h is always included before windows.h
• Make cURL respect OPENSSL_ROOT_DIR on Windows
• Make libevent_ssl_socket support Windows
• Ensure libprocess SSL tests pass
