Description

1. Refinement-capable agent registers
2. Refined reservation created on agent
3. Master -> agent checkpoint resources message is dropped by the network
4. Agent is downgraded to be refinement-incapable and re-registers

Because the master's version of the checkpointed resources contains a reservation refinement, we should probably just disallow the re-registration.
