    Description

      We currently have a few flavors of ad-hoc exponential backoff mechanisms implemented within the components that need to do backoff. Accordingly in code/flag/feature documentation there are ad-hoc explanations of them.

      We should consolidate these into one generic abstraction. We could have something that works like this: https://developers.google.com/api-client-library/java/google-http-java-client/reference/1.20.0/com/google/api/client/util/ExponentialBackOff
