Command checks via agent implicitly set up IOSwitchboard but do not use it.

Details

    Description

      Command checks via agent leverage launching debug containers via agent API to start check commands. This means IOSwitchboard is also set up despite not being used. To improve performance, we should bypass IOSwtichboard altogether or at least fast track its cleanup.
