Description

The following tests fail on Windows:

ProcessRemoteLinkTest.RemoteLink
ProcessRemoteLinkTest.RemoteRelink
ProcessRemoteLinkTest.RemoteLinkRelink
ProcessRemoteLinkTest.RemoteDoubleLinkRelink

In most of these cases, we attempt to send a message to the "linkee" program, but we will timeout because it "does not exist" and can't return.
