Description

~~HADOOP-1622~~ was apparently broken in refactoring (I think in the refactoring that removed JobShell) a few releases ago. e.g., running

hadoop -libjars lib.jar main.jar Class

now tries to run -libjars as a library.

It would be nice to fix this regression.
