move HDFSUtil classes into the HDFS module

    Description

      The HDFSUtil classes are used by spark, h2o and flink and implemented in each module. Move them to the common HDFS module. The spark implementation includes a delete(path: String) method used by the Spark Naive Bayes CLI otherwise the others are nearly identical.
