log4cxx 0.9.7 does not act on the encoding attribute. log4cxx should use apr-iconv to support arbitrary encodings. Ideally the most common encodings (UTF-8, UTF-16 and ISO-8859-1) would be supported without needing to distribute additional shared object files.

Added CharsetEncoder and CharsetDecoder classes. Provides support on Win32, Unixes with iconv or when wchar_t is UCS-4. Fails to compile on Solaris. Supports UTF-8, UTF-16, UTF-16BE, UTF-16LE, ISO-8859-1 and US-ASCII encodings.
