Description

Java 7 introduced java.nio.charset.StandardCharsets, which negates the need for our CharEncoding method.

Deprecating this class was discussed in http://markmail.org/message/iiy4z6js3mj4z6fz, but never actioned. I'm about to commit a change that actions this.
