[KAFKA-6211] PartitionAssignmentState is protected whereas KafkaConsumerGroupService.describeGroup() returns PartitionAssignmentState Object

Description

KafkaConsumerGroupService.describeGroup() is returning Tuple2<Option<String>, Option<Seq<PartitionAssignmentState>>> but ConsumerGroupCommand has PartitionAssignmentState as a protected class inside it.
There is no way to create an instance of PartitionAssignmentState.
make it default in order to use the describe command.
