Description

Kafka topics should allow custom metadata configs
Such config properties may have some fixed namespace e.g. metadata* or custom*

This is handy for governance. For example, in large organizations sharing a kafka cluster - it might be helpful to be able to configure properties like metadata.contact.info, metadata.project, metadata.description on a topic.
