Enhance the Administrative APIs to be able to scroll over large data sets. We are looking into doing this using what JPA calls 'range' queries or possibly smarter collection sets. The use case is when there are tens or hundreds of thousands of users, the User Browser fails to load or can take a very long time and can cause an out of memory exception.
