[JS2-193] After changing the locale using the LocaleSelector the portlet titles eventually disappers

Description

This is a REALLY strange bug. After about an hour of debugging, I traced the issue to the fact that there are attempts ResourceBundle from Jetspeed's classloader instead of the portlet apps classloader.
