I am in the process of refactoring layout portlets to run outside of the jetspeed web applications. Currently, it is impossible to run jetspeed under any context pat other than /jetspeed.

In the first phase of the refactoring I removed all of the calls to the static Jetspeed class.

With the resolution of http://issues.apache.org/jira/browse/JS2-210, J2 now can be configured under any
context at will. The layout portlets are now run in a local context.
