The JDO DTD files all start with a line
<?xml version="1.0" encoding="UTF-8"?>
although the DTD itself is not in XML format. I propose to remove this line.
The following files are affected:
- api11: jdo,dtd
- api20: jdo.dtd, orm.dtd, jdoquery.dtd
