The beta distribution contains two identical copies of RunRules.html, one in the top level directory and one in the jdo2-tck-2.0-beta directory:

$$ jar -tfv jdo2-tck-2.0-beta-src-20_Jan_2006.zip | grep RunRules.html
9006 Fri Jan 20 20:53:18 PST 2006 jdo2-tck-2.0-beta/RunRules.html
9006 Fri Jan 20 08:34:40 PST 2006 RunRules.html

We should pick one and get rid of the other.
