Currently the main page has a brief description of how to download the beta release from mirrors. This task is to improve the download page so it's easier to find and download the releases.

The attached patch, to be applied to jdo/site, supplies a new download page and some infrastructure. It uses a cgi script that is used by other Apache projects such as Derby and Ant. I cannot verify that the pages operate correctly until I upload them to the webserver. Before I do that, I want to make sure that the content on the pages is what we want. Please review for content and overall structure. The patch contains both the xdocs/*.xml files and the generated docs/*.html files.

Checked in the documents in docs/releases and xdocs/releases for testing. I did not yet check in the downloads page that provides a link to these from the website, pending testing.
