[IVY-139] possibility to configure ivy so that special revisions are not queried as fixed one at all

Description

For the moment when ivy tries to solve a revision, it first attempts with the revision as if it is a fixed one, and then if this fails check if it's a dynamic one and try to resolve it.

Users using a lot of dynamic revisions suffer from this behaviour.

Having the possibility to configure ivy so that this check is not done would be a good performance improvement in this case.
