This is a placeholder task to move the recently graduated stdcxx project (see the link below) out of the incubator and set it up as a Top Level Project. I will create individual subtasks to move each of: Jira, mailing lists, mailing list archives, Subversion, and the stdcxx Web site.
As Paul noted in INFRA-1422, one thing that still needs to change is the list where Wiki change notifications are sent, i.e., from stdcxx-commits AT incubator.apache.org to commits AT stdcxx.apache.org. I'm afraid I don't know how to make that change or that I have the perms to do it myself but I'll be happy to do it if someone points me in the right direction.
