Description

This subtask encompasses adding the skeleton for the non-catalogd-based FeCatalog implementation. The goal for this JIRA is to just add the main classes and a simple unit test to verify that it can load the list of databases and tables. Additional subtasks will be filed for follow-up work such as:

• hooking it up to the Frontend and adding the appropriate configuration flag, etc.
• loading partition info, files, functions, cache pools, etc
• implementing caching
