[IMPALA-3223] Make git.apache.org code buildable

Description

After IMPALA-3221, we should ensure that the code in git.apache.org builds! This includes:

1. Ensuring that all binary dependencies are both included in the toolchain and mentioned on the wiki page for people who want to build without the toolchain.
2. Adding instructions to the Apache Impala wiki about building in both cases.
3. Making sure the frontend builds without access to Cloudera infrastructure (see below)

I do think we should move the frontend away from CDH dependencies in the short term, but if they can be accessed without being inside Cloudera's network, I think it's ok not to solve that problem in this JIRA (as moving to ASF dependencies might open up a lot of compilation and runtime headaches).
