[IMPALA-2104] ASAN build failure: debug webpages not updated in time

Description

During an ASAN run, we got two errors relating to reading debug webpages and not getting the expected value within the expected amount of time. One was for the jsonmetrics page and the other is in_flight_query_ids. So, it seems likely this ASAN impalad was too slow, or something.

Let's see if this reproduces, and if so maybe we need to bump up the timeouts for ASAN, or something.
