[HIVE-15203] Hive export command does export to non HDFS default file system

Description

If a non hdfs filessystem is the default file system, then export command tries to use hdfs scheme against the url of the default file system, if the url doesn't have a scheme.

For example, the following command would fail if the default file system is not HDFS - export table empl to '/datastore';
