stats optimize subqueries whenever possible in a union query

    Description

      HIVE-12788 addressed a data incorrect issue in union query with aggregate function when stats optimization is enabled. It won't stats optimize a query if any of its subqueries can not be.
      pxiong suggested an enhancement to leverage the stats optimizer whenever possible (even only for a branch of a union), and we need investigate the possible solution.
