Support timeout for compile lock

    Description

      To help with HiveServer2 scalability, it would be useful to allow users to configure a timeout value for queries waiting to be compiled. If the timeout value is reached then the query would abort. One option to achieve this would be to update the compile lock to use a try-lock with the timeout value.
