[HIVE-10201] Hive LLAP needs refactoring of the configuration class

Description

In order for the client to take decisions regarding resource requirement and availability, we need to move the configuration class to llap-client. In the future, we will need to get the configurations from a service such as zookeeper to keep in sync with what is actually deployed on the cluster.
