Tolerate disk errors during block pool initialization

    Description

      If the DN hits an IO error during block pool initialization it aborts since it does not respect the tolerated volumes configuration key. We saw this error in particular when initializing a new block pool slice, but would also apply to the scan to populate the replica map.
