Major Description
Currently FsShell (in Common) is mainly exercised via TestHDFSCLI, which is in HDFS. This means that changes to FsShell have to be tested in a different project, as what happened with HADOOP-6139 and HDFS-489. This creates a problem as once a patch to FsShell is done, there can be a time when TestHDFSCLI is broken since it's not caught up, which is what happend with these patches.
