[HDFS-4674] TestBPOfferService fails on Windows due to failure parsing datanode data directory as URI

Description

TestBPOfferService does not set dfs.datanode.data.dir. When BPServiceActor starts, it attempts to use a thread name containing dfs.datanode.data.dir parsed as URI. On Windows, this will not parse correctly due to presence of '\'.
