[HDFS-3560] Enable automatic NameNode name-directory restore by default

Description

HADOOP-4885 and several of its friends added in this feature since 0.21 (versions of these are also in 1.x).

However, the feature is disabled by default currently. Since we've had it in use for a long time now, we should enable it by default (with any side-changes if necessary) - it is a helpful feature and since it has been working well for several users now without any issues, I do not see why it should be turned off by default anymore.
