Release Note

As distributed log splitting is getting more and more stable, non-distributed log splitting is removed and not supported any more. The configuration hbase.master.distributed.log.splitting is also removed, which used to the configuration to turn distributed log splitting on (true) and off (false).

Description

Distributed log splitting has been out there for a while and it is kind of stable. It's about time to get rid of the regular log splitting and clean up the code a little bit.
