Release Note

Adds org.apache.hadoop.hbase.IntegrationTestRebalanceAndKillServers to integration tests.
This test runs LoadTestTool to write and read the data, while using ChaosMonkey to kill servers and master, unbalance regions, and very frequently force the master balancer. It's intended to catch race conditions in region (re)assignment.
The test can be run together with other integration tests via mvn verify, or IntegrationTestsDriver (see integration test documentation)
