      Changed .META. and ROOT tables' content to be Protobuf serialization of HRegionInfo's instead of Writable serialization. When upgrading from 0.92 and 0.94 clusters, after master deploys META and ROOT, and before it deploys user level tables, it does a migration for the data in the catalog files, rewriting them in the new format.
      Before upgrading, you can take an export of the catalog tables using HBASE-3271 for backup.
