[HBASE-20073] remove 1.1 references from website landing pages

Description

As with our previous EOM versions, we should remove links to release-specific docs from our landing pages.

For 1.1 it looks like that means:

• Remove the "1.1 Documentation" menu item from the "Documentation and API" menu

Note that the actual docs for the release should remain in place to avoid breaking inbound links.
