Description

Some of the branches in https://builds.apache.org/job/HBase%20Nightly/ don't need to be build nightly since they are not in active development. Let's remove them to reduce clutter and free up restricted resources. Suggested branches:
HBASE-14070.HLC : It got it as a part of forking from master where Sean's work was in progress. Wasn't added intentionally. Removing Jenkinsfile from it.
HBASE-19297 : deleted as part of closing the jira itself.
