Description

We just had a master that was stuck even though only reportRegionInTransitions that contain meta are handled by priority handlers.

From what I can tell reading the code I think that's because lots of regions can be in transition on a regionserver. However the master only handles them in order that the rs sends them. Not in a priority order.
