From the "Clarifying interface evolution freedom in patch releases" thread on dev@h.a.o

Seems we have consensus that "HBase uses Semantic Versioning" isn't quite correct (or desired) at the moment. Update the documentation to make sure we're not misrepresenting any guarantees to users.
