Saw the following in pre-commit build:

 !????? /home/jenkins/jenkins-slave/workspace/PreCommit-HBASE-Build@2/hbase-checkstyle/src/main/resources/hbase/checkstyle-suppressions.xml
Lines that start with ????? in the release audit report indicate files that do not have an Apache license header.
