[HBASE-11087] Eclipse Import Problem

Description

If you try to import eclipse you will get some import errors about maven plugins. [1] So, in order to avoid the exceptions in Eclipse, looks like one needs to simply enclose all the plugin tags inside a <pluginManagement> tag. I create a patch for this problem.
