Description

HADOOP-9164 introduced a new native API to get the library path for the Hadoop native libraries and other third party native libraries. There is no equivalent support of this native API on Windows in the original patch. This JIRA is created to track the work to support NativeCodeLoader#getLibraryName. We also have a build break on Windows due to the change.
