Description

Following on from HADOOP-9044, add an entry point to aid debugging configuration issues, with the use cases being

1. list the locations of the XML files being loaded
2. list the final configuration of a daemon
3. list the final value of a single property
4. provide some provenance on a property value -where did it come from?
