Resolved as part of HADOOP-9119 -it's test data generator creates more bits in every test byte

    Description

Every byte in the FileSystemContractBaseTest test data array is always in the range 0-9. A filesystem that dropped the highest four bits of every byte would still pass the read and write tests -the test data should include every bit in a byte being true and false.
