[HADOOP-2319] Build both 32 and 64 bit native libraries when compiling with a 64 bit JVM

Description

When a 32 bit JVM is used to build Hadoop, the 32 bit native libraries are build (providing -Dcompile.native=true is present). Likewise, a 64 bit JVM automatically builds a 64 bit native library.

It would be helpful if a 64 bit JVM built both 32 and 64 bit native libraries.
